JOB SUMMARY
SUPERVISION RECEIVED
Work is performed under the general supervision and guidance of the City Manager.
SUPERVISION EXERCISED
Responsible for the operation of all divisions within Public Services and manages the Assistant Directors of Building and Engineering and the Department of Public Works.
This Director-level position performs executive work and is responsible for the management, planning, and directing of all activities within the Building and Engineering Department and Department of Public Works, with a strong emphasis on ordinance, code enforcement, and property management.
Key Responsibilities:
Responsible for the operation of all divisions within Public Services.
Oversees assistant directors of building and engineering and the department of public works.
Responsible for monitoring and controlling department budget, objectives, schedules.
Assesses and evaluates processes and procedures to generate a cost-neutral department.
Responsible for negotiating contracts and managing grant funds.
Visits field sites to observe safety conditions and monitor project status.
Develop and maintain relationships with City officials, property owners, developers, contractors.
Respond to public inquiries, investigate and resolve complaints.
Coordinate and prepare special studies, reports, surveys, and future needs of the Department for presentation to the elected council.
Responsible for ensuring compliance with Public Act 399 of 1976 and State Department of Public Health Regulations.
Responsible for maintaining compliance with the State of Michigan MS4 stormwater permit.
QUALIFICATIONS
A bachelor’s degree from an accredited college or university. Three to five years in increasingly responsible experience in managing public works/building and engineering projects, including administrative and supervisory experience. The ideal candidate will possess strong interpersonal and communication skills. Additionally, the candidate will have strong working knowledge of current applicable federal and state regulations, budget preparation, excellent project management skills, proper stewardship of public funds, and ability to allocate resources based on infrastructure needs.
State of Michigan Vehicle Operator License required.

Occasionally works outdoors, near moving traffic, streets, and construction sites.

Exposures:
Occasionally: exposed to moving mechanical parts, fumes or airborne particles, toxic or caustic substances, chemicals, or waste. Loud noises (above 85 decibels).
Seldom: exposed to extreme hot or cold temperatures and communicable diseases or blood-borne pathogens.
PHYSICAL DEMANDS
The physical demands described here represent what is required to successfully perform the essential functions of this job.
Frequently: Tasks involving finger movement, i.e. keyboard operating writing.
Occasionally: balancing on uneven surfaces or ground, climbing stairs, ladders, scaffolding or platforms, driving, operating motor-powered vehicles, gripping holding, clasping with fingers and hands, lifting, raising/lowering or moving objects from one level position to another up to 11-24 pounds.
Seldom: lifting 25-34 pounds, bending, crawling, digging, kneeling.
