Position: Director of Early Intervention Program

Location: East Hanover, NJ

Shift: Mon -Fri (9am-5pm)

RESPONSIBILITIES:

  • Understands, interprets, and applies state and federal laws, rules and regulations pertaining to early intervention services; participates in administrative meetings; responds to specific questions, issues or problems concerning enrollment of children or participation of families.

  • Ensures quality by Assessing provision of service and evaluating the effectiveness of service delivery, responsible for program general supervision plan, program self-assessment using NJEIS format, overseeing outcomes management system, participating in internal audits, producing surveys, and developing action plans.

  • Determines need for early intervention service areas by participation in regional collaborative activities, communication with state officials, other service providers and additional means of gathering information; maintains active relationship with local and state Department of Health and New Jersey Early Intervention officials.

  • Plans, enacts manages and monitors annual operating budget in conformity with funding source requirements; determines proper allocation of resources; submits required statistical reports to CEO and finance office, funding agencies and others as required; participates in quarterly budget review; may participate in negotiations with state governing officials concerning funding issues; reviews and approves requisitions, orders materials, equipment and supplies.

  • Provides technical support to staff; develops training programs for staff in conjunction with Director of Training.

  • Supervises all administrative aspects of a fee for service model by providing consultation, advice, information, and guidance; performs other administrative and human resource tasks as required.

  • Investigates, manages, and resolves complaints and problems; participates in formal and informal mediation of disputes.

  • Maintains pertinent files and records; receives reports from staff and produces reports for agency management.

  • Serves as a senior manager of Pillar Care Continuum; attends regular management, policy, and supervisory meetings; participates in various agency management assignments; attends management training sessions and staff training.

  • May function as a service provider within the early intervention system by participating at IFSP meetings.

  • Manages Early Intervention Management System. Review practitioner’s logs for accuracy, timely entry, and documentation of session notes/progress summaries.
  • Reviews and approved ADP timecards while comparing to Early Intervention Management System Entries

  • Review EIMS billing through the EIMS billing portal reports and claim research.

  • Attend and Participates in ABCD, SICC, REIC and County meetings.

  • Travel is a condition of employment.
  • Performs other functions as directed by supervisor, Pillar Care Continuum management, or funding source representatives.

Knowledge/Skills/Abilities:

  • Rules and regulations of IDEA 2004.
  • Familiar with criteria of New Jersey Early Intervention Programs.
  • Practices and principles of early childhood education of developmentally delayed infants.
  • Ability to train and complete trainings as needed.
  • Supervise activities of a diverse group of employees.
  • Supervise staff off site.
  • Respect and maintain confidentiality.
  • Communicate effectively both verbally and in writing.
  • Establish and maintain proper working relationships with supervisor, team and family members, administrators, funding officials.
  • Maintain a safe working environment.
  • Adhere to and enforce Pillar Care policies, personnel policies, Early Intervention Pillar/ state policies and procedures and safety regulations.
  • Work independently with general supervision.
  • Commitment to goals of family-focused service delivery system.
  • Proficient in Microsoft Outlook, Word, Excel, Power Point.

QUALIFICATION:

BA or BS degree/Master’s in education, social service, rehabilitation, or a related field; at least Five years progressively responsible experience working in the Early Intervention system at least one year of which was in a supervisory capacity; experience planning, budgeting, organizing and managing projects of a similar size and complexity or an equivalent combination of experience and education; transportation required; skill in one Early Intervention discipline.
